In alpha, the gunner uses a PT carrier (similar to Gundam’s SFS), while the boxer reuses additional equipment for SRX.
So it’s not strange if R-1 is being used.

In the anime, the Ex-Bine Boxer is gripping the Gerbine Gunner and doing a full impact cannon that only uses regular power.
R-1 could have been treated as having the shield added later, and it might have been fine to consider the rest as weapons being allowed, calling the current one powered.
It seems that there is a powered version for the AR-1.
Rather, the R-1, which can maintain a decent appearance as a proper machine, is special; originally, it was a series designed primarily for combining, so single forms weren’t really considered.
